Legal and structural comparison of Turkish local governments and Afghanistan local governments

Local government units are basically established to meet the common needs of the local people. These units have been shaped by the socio-economic and political characteristics in which they are located over time. Today, in many countries, it is aimed to bring these units to the forefront by making both legal and structural arrangements for local government units. As in many countries, important arrangements are being made for local governments in Turkey, and especially after 2000, the duties and authorities of Turkish local government units have been increased. Although the State of Afghanistan (officially known as the Islamic Republic of Afghanistan) has made various arrangements for local governments, the local government units of the country are not as effective as desired. Therefore, when Turkish local governments and Afghan local governments are compared, it is seen that local government units in Turkey are both more autonomous and have more authority. The aim of this study is to compare Turkish and Afghan local governments in terms of legal and structural aspects and to offer solutions to the problems experienced.
