Instutions which got sovereignty all over the world, behaved jealous to respect the rights of people especially who earn their living by working. Workers gained important rights about their labour life after long and hard struggles. However, civil servants who are under the state sovereignty faced a less lucky end compared to labourers. In many countries, they neither couldn?t get the rights of determining the working situations together and founding free labour unions nor even couldn?t have enough rights ( Ünsal, 1999).World war II affected the change from mono-party regimes to multi-party regimes. After the first party, which was founded in 1945, many parties with different political views entered the political life. Among these parties Democrat Party, which was founded on 7th January, 1946, affected Turkish political life and labour union movement until 1960 (Sencer, 1971).After entering the multi-party political life, it was unavoidable to change the associations law. In 1946, the prohibition on founding associations was abolished. The first labour unions law came into operation with 5018th Labour Unions Law on 20th February, 1947. This law which adopted the base of unconstrainedness and willingness, and positive and negative labour union freedom, gave the right of foundation of union and being a member to labourers and employers who were identified only in 3008 numbered law. For this reason, labourers who work physically accepted superior to labourers who work mentally were benefited from the right of founding a labour union and being a member (Çelik, 1979). In this period, the membership of civil servants to a union wasn?t mentioned by no means.A modern society requires to establish a system which is leaded by modern laws. In a law state, one of the first indicators is labourers? joining to regulate the labour conditions, to be organized and to join the progress. Until 1960s, civil servants couldn?t be organized because they present the state and any regulations couldn?t be done about it. In 1961 Constitution, for the first time the legal base of union for civil servants was formed. However, this right was withdrawn in 1971 and it caused civil servants to go into a long and hard progress and to struggle to get back their rights. From 1961 till present unions for civil servants have been arranged with different laws and regulations. International agreements have been signed but in Turkey, most of the civil servants couldn?t be in this progress.With this research, the historical development and variations of unions for civil servantsespecially unions for teachers from 1960 till present will be examined. The internal andexternal factors affected unions will be envisioned. A point of view about the regulations and the conditions of applications will be arise for authorities and suggestions will be presented.
