A comparative research on the reflections of the political budget cyle applications on the public finances after 1980 in Türkiye

In this study, in the post 1980 period, the implications of political budget cycle practices in parliamentary elections upon public finances are researched in a comparative way.In the first chapter of the study the theory of ?elections and economy? is discussed. In chapter two, the economical and political developments in each parliamentary elections are outlined and the fiscal policies pursued during this period are discussed. Afterwards, the econometric analysis of the reflections of political budget cycle practices is made.According to the regression analyses conducted in order to see the overall effect of election economies on public finances, İt has been found that public expenditures tend to increase during election periods. When the respective effects of each election are researched, depending on the context and conditions, it has been found that each election had different effects.In the period this research is based on, because the great majority of the parliamentary elections were held in the months of September-December of Fall, the correlation between the budgetary practice called ?December Fever?, or the incremental trend in the year-end expenditure in our country and the election economy practices is also analysed. According to the speculations, When all of the elections are evaluated together with the reality of the ?December Fever? , it is seen that both have an effect on expenditure.The analyses done according to the components of expenditure also reveal differences among elections. How ever, it is found that in the election years both the current expenditures and the transfers usually tend to increase, although strong results not having been found to support it, investment expenditures tend to go down. Speculations relatad to the expenditures are found to be coherent with ?the cyclic movements of expenditure series?
