Abstract (EN)

In the first part of the study, the public deficit and borrowing concepts were first discussed and the public debt was classified in terms of the source in which they were provided, and the internal borrowing was theoretically justified, with advantages, disadvantages, causes and resources. The second part of the study was considered the economic impacts, economic, financial and social impacts of internal borrowing in public deficits and financing, as well as the different definitions, objectives, other public debt management concepts and country practices. The final part of the study was more specifically examining Turkey. The historical course of domestic borrowing has been discussed in Turkey in 1980 and until now, and In Turkey, the public debt policy and public debt management are explained, and the domestic borrowing includes indicators and calculations on the original sin, domestic original sin. The aim of this study is to determine today whether the problem of domestic original sin comes out in Turkey. According to the calculation method of Hausmann and Panizza in the study, it was found that the original domestic sins in Turkey did not appear after 2000, but were again introduced as a result of the internal borrowing strategies followed by the Treasury and the Ministry of Finance since 2018.
