Abstract (EN)

The idea which forms to this study is not just to show that the memorandum crisis on 1 March 2003 is a recent tension in Turkish- American relations but the result of the tension term which begin with the collapse of bipolar system and related with the foundation principles and progress of the ally in the period when Iraq was required to be occupied. In this context the period after 1 March 2003 should not be interpreted as a tension term but the prosses that the relations between two countries reorganised. The study is projected with these ideas to explain the incident that was named as memorandum crisis, and to deal with the Turkish-American relations entirely.And this tension term which leads the relations between two countries to the date of 1 March 2003 is aimed to clarify.The foundation principles of Turkish- American relations, the problems between two countries that appear after Cuban and Cyprus incidents and how these did effected the Turkish Foreign Policy are individually being examined. And the problems in Turkish -American relations particularly related with Iraq İssue has been examined by including the changes that occur in both country?s foreign policies. 11 September attacks and the changing in American foreign policiy has directly effected the Iraq issue.Consuquently American Policy that force internanational organisations and laws and Turkey?s fear about Iraq has made two countries to come across in 1 March 2003.
