Quality culture in the open faculties in Turkey: Istanbul University Faculty Of Open And Distance Education (AUZEF) case

Until today, quality has come through some processes where different approaches come to the fore like debugging, quality control, total quality. As the benefits of quality studies are seen, there have been inclinations towards these studies from all areas. We can see that examples related to implementation of these studies in corporate management in order to reach more efficient education services and more qualified achievements on universities where has an increasing importance in the last century and meet cultures' need contributing needs of society. Quality studies in universities and open education faculties affiliated to them, it is not seen as successful unless it is spread as a quality culture through all employees who are in universities. The purpose of this research on the culture of open education faculties in Turkey, after the implementation of Total Quality Management methods which means a radical change to present and evaluate the quality culture that may occur through the AUZEF case. In this research, it is concluded that quality culture is versatile and covers a long process; quality studies do not conduct just by a manager or quality control specialist, but by all employees, should be audited systematically and continuously; quality certification studies in terms of the formation of a quality culture is positive; there are differences in AUZEF in terms of the formation of a quality culture and the situation affects the institution and its stakeholders with the literature review and survey study methods.
