Changes in the international system have forced international actors to keep up with these changes. The emergence and transformations of the European Union and the emergence of the Shanghai Cooperation Organization are examples of the global dynamism's keeping up with the forced change in the political arena. In determining the future steps of states and international organizations as actors, it has emerged as a requirement to evaluate the actors together and separately.
