Abstract (EN)

This study has been prepared about decentralization in Turkey and has been started with conceptual context in order to make decentralization more understandable. In the conceptual cover that constitute first chapter; beside of unitary state, principle of subsidiarity, globalization especially federalism have been addressed comprehensively. In the second chapter of the study, the historical development of decentralization that is also known as local autonomy has been included. In the part of historical development, Turkish law constitutions have been assessed within the framework of law articles about decentralization. Also European Charter of Local Self- Government ant Turkey's attitude have been covered in this chapter. In the part of debates over local autonomy, the perceptions of political parties, of leaders and of non-governmental organizations about local autonomy have been investigated. In the final chapter of this study which consists of three chapters, administrative systems of some countries which have been decentralized or federal in constitutional level have been examined and applicability of those systems ın Turkey has been analyzed.
