Evaluating Disaster Management bachelor's degree programs in Turkey with Delphi study

Today, we are faced with the lack of disaster awareness and the lack of disaster training of professional disaster workers and managers in the event of insufficient practice and intervention against disaster and insufficient disaster preparation, and the loss of lives and property during and after disaster. In our country, the only undergraduate department to raise enough students to work at every stage of disaster management is the Emergency Assistance and Disaster Management department. However, it is known that the department is a employment problem. It was also determined that the curriculum of the department and the course were a problem of polytitle when examined inside. The aim of this research is to determine the student acceptance requirements, basic learning outcomes and professional profile of the graduates by standardizing internationally with delphi technique (expert opinion). It is thought that there will be a guiding work in raising qualified disaster managers to educational and accredited institutions in our country that serve in disasters. The department is becoming increasingly widespread, and it is thought that the work will be the source of curricula for newly opened or open programs. For this purpose, the Delphi technique among qualitative research techniques has been consulted in this study. In the first round of the Delphi technique, 19 academics providing disaster training and 1 people who served as disaster instructor experts in AFAD participated. In the second round, 3 people left the group and in the third round, they could not leave the group.Open ended questions that will be sent to the expert group in the first round of Delphi were created after a detailed field scan. As a result of the study of national and international scientific publications, the general competencies for the disaster training program and the basic courses of the program have been determined by 5 categories to determine the dimensions of the program (purpose, content, learning-learning processes, measuring and evaluation), competencies for developing the learning areas of students, and the study areas of the students. Each category set has been converted into an open-ended question and directed to the experts. Content analysis has been applied for the derived qualitative data. A 5-count Likert survey of 160 items under 5 categories was prepared as a result of the analysis. The survey created was sent to the experts in the second round. Experts have indicated the level of participation for each item. The data obtained at this stage has been analyzed in quantitative methods. In the third round, the analysis results from the second round were added and the survey was sent back to the experts and they were asked to reevaluate their responses in the previous round. At the end of the third round, 115 competency statements were reached under 5 competency areas. Keywords: Disaster education, Delphi Technique, Disaster management, Education
