Inter-agency coordination in disaster management in Turkey and a model proposal: Regional disaster coordination boards

It is important to ensure effective coordination in order to manage disasters effectively. Ensuring coordination has benefits such as reducing the chaos caused by disasters and providing better resolution of problems. In our country, disaster coordination is handled at local and national levels, and the units responsible for ensuring coordination have been determined for these levels. Arrangements were made regarding regional cooperation and coordination activities, such as determining a regional center and appointing a regional coordinator. However, it seems that there are some problems in these regulations and the efforts made to actually put these regulations into practice cannot clearly solve these problems. This study aims to create a model proposal for Regional Disaster Coordination Boards, which are responsible for ensuring coordination at the regional level. In this context, a literature review was conducted. This study consists of 5 chapters. In the first part of the study, the concept of disaster and disaster management are mentioned. In the second part, the historical development of disaster management in Turkey is revealed by taking into account institutions and legal regulations. In the third chapter, coordination and its place in disaster management are mentioned and coordination in disaster management in Turkey is mentioned. In the fourth section, examples of disaster management in foreign countries are given. As a result of these, in the fifth and last chapter, the regional disaster coordination board model was tried to be put forward. First of all, it was examined from the previous zoning studies. Then, a proposal was made to establish regional disaster coordination boards that would both assist local level institutions and support the coordination efforts of national and international institutions and organizations. Suggestions were made regarding who the boards would consist of and what their duties and responsibilities would be.
