Abstract (EN)

Energy is an important issue on which all countries work intensively. Where the energy is used is as important as obtaining it from a source. It has been demonstrated by the studies that significant savings will be achieved with the regulations to be made in the use of energy. With the concept of energy efficiency that emerged at this point, countries gave importance to efficiency studies and adopted various policies by making necessary arrangements in these areas. Energy efficiency studies in Turkey, which started with the Regulation on Energy Efficiency in Industry, which started in 1995, became more frequent with the 2000s, and with the Energy Efficiency Law enacted in 2007, some obligations and sanctions were introduced in order to ensure energy efficiency. Especially in the European Union harmonization process, legal arrangements have been made for the directives published by the European Union. With the Energy Conservation Law (EnEG) enacted by Germany in 1976, it took the first step in this sense by giving the government the authority to enact laws in the field of energy efficiency. With the EnEV regulation, which was issued afterwards, standards in the field of energy efficiency were determined and legal regulations were made that would directly affect the citizens. Germany, as a member of the European Union, has published new updates over the years in order to comply with the published directives and programs. Within the scope of this thesis, an overview of the energy potentials of Turkey and Germany has been made. In addition to the energy production resources statistics of the two countries, the statistics on which sectors they use energy have been interpreted. Thus, potential sectors that will provide energy efficiency have been seen. In addition, the policies and targets they set in the field of energy efficiency were examined. The contents of the enacted legal regulations were examined and their studies in the field of energy efficiency were compared. Comments have been made about the reasons for the differences in the laws. The effects of the renewable and emission-free energy target determined by Germany against the domestic energy target determined by Turkey on energy efficiency studies were examined.
