Abstract (EN)

Collapse of the Soviet Union have uncovered political changes that rooted while became a milestone worldwide in international relations. Most important of this changes is the republics that leaved from the Soviet Union. Especially, the five Turkic republics leaved from the Soviet Union was met with enthusiasm in Turkey. Azerbaijan that nearest to Turkey geographically and also socio-culturally in the five Turkic republics with Turkey relations was better and visible in comparison with other Turkic republics. In this study, developments that Azerbaijan and Turkey relations between 2003-2013 years was investigated. 2003 has been breaking year regionally and also for domestic and foreign policy of Turkey and Azerbaijan. While the U.S.'s occupy of Iraq in 2003 after intervention to Afghanistan changed regional conditions, governments in Turkey and Azerbaijan have changed at the same time. Change of Turkish Foreign Policy about principles and discourse effected Turkey's relationship with other countries. It is intended that positive and negative effects to Turkey-Azerbaijan relationship of this change in this study. In this context, it was investigated potential case about development relationship and it was proposed about cooperation and integration between Azerbaijan and Turkey.
