Comparison of public administration organizations of Turkey and Azerbaijan

The state is an organization created to meet the needs of citizens that they cannot meet on their own. The state provides services through public administrations. A certain public administration organization must exist for a public administration. In this case, each country is governed by adopting a management structure according to its social, political, economic and cultural life and creating a public administration organization suitable for its own structure. The public administration representation in the country is carried out with a certain organization of public administration. This organization can be different in each country because the past and present situation of each country can directly affect the public administration organization. Thus, what are the different public administration organizations in each country and what are their similarities and differences can be revealed through comparative public administration. In this study, how the public administration organizations of Turkey and Azerbaijan are, in what kind of structure they are formed, the administrative systems of both countries and accordingly how they are organized in terms of central and local governments are explained and compared within the current information. This study is aimed to reveal the similar and different features of both countries while making comparison. The study consists of three main parts except introduction and conclusion. The first part of the study includes the organization of public administration in Turkey, the second part includes the organization of public administration in Azerbaijan, and the third part includes the comparison of Turkey and Azerbaijan in terms of public administration organization. One of the qualitative research methods which is comparative studies was used in this research.
