Abstract (EN)

Turkey and Azerbaijan implement different policies to support the agricultural sector. While Turkey aims to increase production in the agricultural sector with privatization and support policies, Azerbaijan focuses on state-supported projects in the agricultural sector. Both countries provide different incentives and supports to increase efficiency in agricultural production. Studies on these policy differences and similarities provide an important assessment of the effectiveness and sustainability of agricultural policies of both countries. This research was conducted to examine agricultural policies, practices, potentials and risks in Turkey and Azerbaijan in the context of development. A literature review was conducted within the scope of the review and a comparative method was used. Considering the purpose, scope and limitations of the thesis, it is seen that the comparative method is an appropriate method for the research. One of the important conditions for ensuring sustainable economic development in Azerbaijan is active participation in the international division of labor. Establishing effective relations with the world economic system, ensuring economic stability, strengthening the country's position in the world market and increasing foreign exchange earnings require the implementation of deep structural and technological changes. This process is shaped in a way that supports continuous development. Production is carried out for export, including agricultural production. The development of sustainable agriculture in Turkey is the result of policy orientations and practices implemented in the agricultural sector. Environmental, economic and social factors are taken into consideration in this development. Sustainable agriculture ensures that production is carried out without harming the environment and that natural resources are used in a sustainable manner. Turkish agriculture has a significant impact on the country's economy. The agricultural sector is also an important factor determining Turkey's foreign trade balance. Export and import of agricultural products directly affect the country's economy. As a result, the agricultural sector in Turkey is one of the main factors that increase income in the country's economy. The development of this sector also contributes to the preservation of social and economic balance.
