Turkey and Azerbaijan ombudsman institutions: A comparative evaluation

Abstract (EN)
The ombudsman's body, which defends the rights and freedoms of individuals against public authorities and resolves disputes between the administration and the citizen, was first established in Sweden. The ombudsman institution, which is being successfully implemented, has rapidly started to be adopted by other countries. The Ombudsman's Office in the Republic of Turkey was established in 2012 and in the Republic of Azerbaijan in 2002. In the research; comparison was made from qualitative methods by document analysis. Together with the study, the concept of auditing, the historical development of the ombudsman institution, its general characteristics, types and structural and functional characteristics of the ombudsman institutions of the 17 countries where it has found a field of application will be discussed. In line with the results obtained from the research, the law should be regulated in terms of the functionality of the Public Auditor's Office and the institution should be given the authority to review the re'you. In the annual reports published by Azerbaijan Human Rights Client, statistical data on applications should be given more space. In order to increase the awareness levels of institutions, public support should be provided through the media and activities should be organized at the national level. It is an example of parliamentary ombudsmanship in both institutions. Ombudsman institutions in the Republic of Turkey and azerbaijan should be configured in a fast and easily accessible position and special purpose ombudsmen should be established accordingly.
