Privatization of municipal services in Turkey

Privatization at local administrations encompasses a wide array of utilization of private provision of alternative delivery schemes and the very opening of local service delivery fields to the dynamics of market. Local services may also be delivered inclusiveley bu non-governmental organizations, societies and foundations, occupational groups and private-sector firms in addition to the local administration units.Municipalities suffering from lack of financial funds have multiplified in number, thereby leading to the increasing realization of local services? and goods? provisions by alternative methods of delivery. Henceforth, private sectors pursuing delivery of local services with minimal and lessercosts and avoidance of extravagant costly schemes of social delivery of local services have been the stated objectives of processes under analysis.The objective of the study is to shed light on the causes of local administrations shift to the alternative delivery methods, pros and cons of privatization, methods used at municipalities privatization processes, coupled with analysis of causality and other evidence from privatization practices from Turkey and different international experience worldwide as well.The first part of the study will elucidate and give basic definitions and characteristics of public services, local public services, raison d?etre of local administrations, the concept of decentralization, new public administration concept, governance, globalization, total quality management and governance practices at local adminisatration which will be coupled with analysis of major changes in the legal jurisdiction of local administration bodies.The second part will scope on the theme privatization and the causes of privatization in general and at local administrations and problems and methods which can be witnessed at privatization practices, regarding the local administrations? quest at privatization.The third part will wrap up the analyss with emphasis on the privatiztion practices of local administration in Turkey supplemented with those of international level taken from a wide range of countries.
