Comparison of right to information act between Turkey and European Union

The objective of this thesis is to compare and investigate the execution between Turkey and European Communities , after the entry into force on the Right of Information Acquirement Law. In this context, the position itself within Human rights & organic vineyard within democracy are emphasized. Constitutional progression have been examined individually both as Europe and Turkey. in the first chapter of the study, conceptual meaning about Right of Information Acquirement Law is emphasized, the relation within the democracy and human rights are explained. The contents of right to petition and execution is underlined. The historical development of Right of information Acquirement Law in Europe is emphasized. Conception of democracy which goes in parallel within the progression of this right, is emphasized. On the second chapter, historical development of the right of Information Acquirement Law in Turkey is examined Hereby, within conceptual progression, the internalization in terms of constitution is explicated. The way of execution of Law No: 4982, On Right Of Information Acquirement, modally and according to hoyle, is explained. The statistical informations that are amended by years, have been given. Turkey ombudsman, in other words, ombudsman institution's (public official who investigates citizens' complaints against the government) datas have been focused on and some informations have been given. İn this sense, Sweden, being the first country making the first attempt, Spain and France, being a deep-rooted democracy, are examined. The applications here, are examined by modally and according to hoyle. Eventually, Comparison between Turkey and EU are done in terms of Right of Information Acquirement Law.
