Abstract (EN)

The aim of this study will be to explain the drawbacks of the block-listed D'hondt relative representation electoral system applied in Turkey in the light of the basic information about electoral systems. Elections in democratic regimes help to gain the legitimacy of political power by regulating the relations between those who govern and those who govern. Electoral systems are therefore an important tool, both capable of providing legitimacy and in regulating the relationship between the voter and the elected. The relations between those who govern and those who govern differ according to electoral systems. For example, in the block-listed relative representation electoral system applied alone in Turkey for parliamentary general elections; the disjointed relationship between the voter and the elected, the representative's irresponsibility towards the voter, the failure to address the problems of the electoral environment, and other adverse situations may occur. The fact that the number of voters in the election circles is as close together as possible, better understanding of the problems in the constituency, and improving the quality of the candidate are important in terms of the narrow district based electoral system. The narrow zone system is implemented by various methods in developed countries such as England, United States, France, Germany, Australia and Canada. This system is compared to the block-listed d'hondt relative representation electoral system implemented in Turkey; it can increase the relationship between the voter and the representative, prevent legislative careerism, make a candidate-based preference instead of party, increase the quality of the representative and elect representatives who will know the region better. With the support of relative representation to the narrow-zone electoral system; can be achieved party discipline, can be formed the technocrat cadre needed for the government and Parliament and can be maintained the principle of fairness in representation. In this study, an appropriate election system will be proposed in Turkey for the general election of Deputies by taking into consideration the issues such as the new government system, academic sources related to the election system, discussions on the election system in Turkey, election experiences in Turkey's Democratic past, and the current election system.
