Özet (EN)

The goal of this study is mainly to test, basic dissertations on bureaucracy, technocracy, public economy and budgeting, primarily on which of them that focuses on relations between these issues, and doing this via taking Turkey as a case within the framework of post-1980 neo-liberalization period. Results of the case study, regarding five theme that had been measured by it, as follows:Firstly, it tries to expose whether bureaucracy and technocracy in Turkey as a ?governing elite? reproduce itself or not, or in other words to expose whether there exist a ?vertical movement? in terms of entering into or promoting along bureaucracy and technocracy. We can say that, contrary to teachings of elitist theories, demographically Turkish bureaucracy and technocracy had by no means come from some specific origin.Secondly, it is very difficult to label Turkish bureaucracy and technocracy as
