Abstract (EN)
History of the 1970s, based on the EIA, regulation was prepared and published for the first time in 1993. Regulation amended has taken final form 17 July 2008.EIA, initially as a measure of economic investments, considering the negative environmental impacts to the environment over time, before the establishment of facilities operating losses during the process has been performed to take precautions against possible injury.Elements of the EIA, large comprehensiveness, the principle of prevention, identifying alternatives, reaching a decisive conclusion, and the technique as a tool to process. Prevention of potential harm to the environment in mind the principle of investment at the beginning of the activity is aimed to take precautions. Wide comprehensiveness of the method considered only for activities performed at the project level but also in the implementation of the plan. What about alternative estimate of the possible damages to the environment in which that the correct selection and appropriate use of technology in the concrete work done on environmental protection activities, the emergence of a successful outcome achieved. The report on matters concerning the implementation of activities vardırılır thought. Every stage in the process of being the first to control the review process indicates that the EIA process. The potential environmental effects of vehicle activity in the EIA process to be technically is determined not only the technical possibilities of technological tools being created using the measures identified and alternatives.Problems arising from the implementation of EIA in the past in Turkey are as follows:? The process is too long? Authorities to process information, a lack of experience, for reasons such as lack of personnel to adequately inform the project owner? EIA Reports have deficiencies and mistakesSolutions to problems in the application as a proposal,? Better identify the underlying causes of problems must? Environment and development should be considered together, must be addressed.? The EIA process must have appropriate objectivity and scientific foundations of?
