Protective family service in the field of child welfare in Turkey example of Sakarya and Kocaeli

The basic of our research is about the Social Services of Protective Family in the field of Child Welfare. The Protective Family Service means, that when in cause of different reasons the children are not able to take the necessary care from their own families, they are given in short - or longtime periods, to families or persons with mother and father attributes, in the status of paid or volentary, within the supervision of the state. The problem of our research in Turkey is to find out, if this Protective Family Sevice is applied practically in the way in which it has to be theoretically and by considering the turkisch family structure for the fact if the SHÇEK, comunity, and the children who need protection, is usefull or not. So we can define the aim of our study as follows: By considering the Protective Family Service of the Social Sevice and Children?s Protection Department in our country in the example of Sakarya and Kocaeli, there is need for propositions for the development of solutions according to the problems which came up during the perceiving and application. So it can show how this service is working in Turkey, how is has to be and how it will be in future. We used in our study as method, state study ( example event), elected and our study is figured by ?interior one state designe?. While we were working about the Protective Family Service, we used the SHÇEK officers and the protective famliies as analizing units. Technically we used document study and interview techniques. For the interview the formal interview was prefered and the collected data were defined by contain analize. So our study was carried out with its theoretic and area researches as a whole. According to our study we find out that the Protective Family Service in Turkey is practically applied partly as it should be applied theoretically. The ?Self family dimension? of the service is nearly totaly neglected. But the fact, that the children who are given to protective families and the protective families are choosen carefully, shows that this part of the service is completening. Within Turkey?s circumstances, it is figured out that the children who benefit from the Protective Family Service are mostly children, who are not appropriate for adoption, who have nearly no visitors in the department, who became appropriate for adoption after a time. With this study we learned about the past of the Protective Family Service in our country, have a look at the present and to its future and our study has become more productive.
