This study examines the role of the President in Turkey in security policies. Security problems, such as terrorism in the world, have increased the importance of security policies that governments are implementing. For this reason, the actors who are effective in the implementation of these policies are very important. Government systems that countries have implemented also affect this policy. The powers given to the heads of state in government systems and to the President in the security field in Turkey make them central actors in the formation and implementation of these policies. The role of presidents, semi-presidents, parliamentary government in determining the role of heads of state and the President of Turkey in the government systems and the powers given to the President in Turkey in the field of security have been examined. When these powers are examined, in the case of the determined countries and in the constitution, The relevant legislation has been taken as basis. The authorities examined have shown that they play an effective role in the security policies of the heads of state in the country and in the President of Turkey.
