Abstract (EN)

In this article, political systems and the role of president, voting processes has been eloborated. Presidency system has been evaluated under the ligth of the USA Presidency System. England and German models are taken as examples for detemining the differences and similarities between parlementer and precidency systems. The attributes of Combined system or semi-presidency system, the Cumhurbaskanligi organisation, which is came out by these system, have been examined. In the part, in which The Turkish parlementer system has been examined, the Cumhurbaskanligi organisation, Anayasal procedures and the changes of them are explained. In the third part, the state president that is determined by Anayasa, the management style of this president and the experiences in this vote are examined. It is seen that there are considerable differences between the Anayasa organisation and its applications. The reasons for these differences could be the political conditions, voting system, reorganisation of the state, characters of the leaders, the problems between the nations. For the last decade, we agree that the organisation system of the classical parlementer system is more suitable for Turkey searching for an appropriate state system. The Turkish state based on a tradition of an individual management system, would have problems such as dictatorship if a system like predisidancy system is applied. As it is mentioned in this work, Turkey ougth to choose a state system similar to a system of 1961 Anayasa. The current system have a function of creating problem rather than solving.
