Türkiye'de yaratıcı mobilite'yi etkileyen kentsel etmenler: ÖYP'li akademisyenlerin perspektifinden bir vaka çalışması

In recent decades, the cities of the economically advanced nations have turned their faces to the sectors that input creative production and development for further economic growth and accumulation. The critical component of those sectors is the individuals that are involved in creative production. The creative sector workers are assumed to be highly creative, mobile, and pursue a quality standard of life (Florida, 2012/2002). The spatial merits of a place, therefore, determine their behavior of location preference. It is asserted by Florida (2012/2002) again that such individuals also exist in the sector of the academy. The research focuses on the Teaching Staff Training Program (ÖYP) in Turkey that aims to coordinate Turkish universities to train and mobilize young academics. The program is based on the locational choice of young academics for their training and post-training academic career activities. Their preference for work location also determines the place they live. This research aims to assess which urban spatial factors affect the locational decisions of those academics as creative individuals. On the macro-scale, partial correlation analysis is conducted to determine if there is a preference towards relatively developed cities in the context of the program. According to the results, there is a strong partial correlation between the development level of the provinces and the locational preferences of ÖYP candidates. These preferences are independent of the academic success of the selected universities. On the micro-scale, a survey has been conducted with the academicians of ÖYP. This survey is based on the "hard and soft locational factors" approach and "3T's (Technology, Talent, and Tolerance) of economic development" in the literature. Results indicate that not only 'hard' factors like infrastructure in the city but also 'soft' factors like tolerance to newcomers play a significant role in attracting and holding creative individuals.
