Abstract (EN)
Considering the population projection of the European Union towards 2050, it is foreseen that the population will decrease and the employed population will age. Due to this situation, the EU has implemented highly skilled labor practices in attracting highly qualified third country citizens to its own market in order to achieve the goal of to be the world's most competitive economy based on information society. According to international migration statistics published by the Turkish Statistical Institute, there has been a significant increase in the rate of emigration from Turkey in recent years. When the age range of the immigration group is examined, it is seen that these people have completed their education and have high economic productivity. As a result of these data, the reasons of this situation started to be discussed in the press, social media and other reports. In this framework under this research the data was obtained from surveys and focus group discussions from potential highly qualified migrant labor force in Turkey. The aim is to investigate the possible reasons- political, economic and socio-cultural- for this sudden increase. According to the statistical data, however there is a decrease in the rate of migration towards the EU from Turkey in recent years, an increase in highly qualified labor migration through Europe has been experienced, as a result of practices in EU level and national practices of member states.
