Abstract (EN)
In Turkey, the state has assumed a distinctive and prominent role in many areas such as economy, politics and social life since the Ottoman period. Therefore, the role of the state, especially in the economy, has had a significant impact on the development of political culture and democracy within the scope of the study. In order to determine the resulting effects, first of all, the role of the state in the economy in Turkey has been revealed. Accordingly, the state, which took an active role in the economy and kept the economy under control in both the Ottoman and Republican Periods, caused the formation of a certain political culture. In addition, there has been a process in which the effects of this role in the development of democracy have been observed. With the effect of the role of the state in the economy, the features around the concept of paternalism and nepotism in political culture became clear, and in the development of democracy, a process that took place from above and with the intervention of the state, unlike the West, emerged due to the economic structure examined. This process has been examined with the political economy approach, which is the most appropriate point of view for the subject of the study.
