E-govennment initiatives in Turkey and their impact on decisionmaking process

Restructuring the public management, means a management model inwhich structural changes are achieved through efficient and productive useof information and communication technologies (ICT). It is best described by?good governance?. The world has come to realize the power of knowledgeand the contribution of knowledge generation to the economy. Informationhas become a large sector of economic growth and wealth creation. Thebasic objective of the ?e-Transition Turkey Project? is to set up the technicaland legal infrastructure which will ensure every one to access ICT for thepurpose of transition to the knowledge society and economy. But the accessto such technologies will not be sufficient to reach them as long as abusiness environment enriched with an innovation system has not beencreated.e-Turkey, is among the first priority projects on Turkey?s way to reach theage of knowledge society and knowledge economy. E-Government, as oneof the most important projects within this scope, aims at bringing moreefficiency and effectiveness in the supply of public services by increasing thequality, speed and transparency of these services. It also helps reinforce theconfidence in the relationship between the Government and the citizensthrough new ways and means to increase the citizen?s satisfaction. e-Government is an management and service approach which gives addedstrength to the democratic basis of the knowledge society and helps citizens,businesses and the public management to come closer.The thesis focuses on finding how efficient can be the e-Governmentpractices in the making of political and administrative decisions within thetriad of Government to Government, Government to Citizen and Government310to Business transactions. Thus the study has been instrumental inestablishing that e-Government initiatives benefit from a strong support ofpolitical vision in Turkey, while the administration, although favourablydisposed to use ICT, even to the extent of introducing a number of projectswhich can hardly be matched elsewhere, takes into consideration its ownneeds in designing and enforcing the e-Government initiatives and not, as itshould be, the requirements of the citizens.
