Implementation of e-government and its social dimensions in Turkey

In this study of thesis, the e-government subject which has an importantplace among the notions that internet technology has brought is explicited.While the e-government subject is handled by taking Turkey intoconsideration; the progress e- government studies have made and the point itreached are analysed, the social dimentions belonging to the actualizedstudies were examined and a situation determination is made.In the first part of the study, the sense of administration of the improvinggovernment authority that changed and developed with the information societynotion is analyzed; and the critics related with these senses are mentioned.In the second part, the e-government notion popularized with theinformation society fact is analysed; the attributions, aims, social dimentions ofthe e-government and the differences of the e-government from the classicalgovernment are examined.The third part of the thesis study constitutes the history of thee-government studies, its present situation and the examination of thee-Europe+ Action which guides these studies. This section includes theapplications in a wide range and analyses both the criteria that the EUpredicted to be applied and the e-govenment applications that have beenactualized or projected through these criteria.In the fourth part, which is the last section of the study; the informationsociety notion which constitutes the basis of the e-government studies and thenotion deriven information society policies of Turkey is analysed consideringthe Turkish community. The section examines the e-signature technology as asample e-government application and end with a discussion of the present andpotential problems and the evaluation of these difficulties under its socialaspect.The thesis study is made in the direction of the aim explained in theprevious paragraphs and the situation determinations are made according toboth social and administrative aspects. At this point, the study presentsimportant data related with the determination of the progress ofe-government applications and developes suggestions with the help of thisinformation.This thesis study has a vital importance also with its situationdetermining structure related with the e-government applications and being thefirst thesis study which evaluates these applications from the social aspect.
