Management from location of education ministrations in Turkey

Vİ SUMMARY Change and transformation activities which are being lived rapid and which are also multi-fuctional have carried agenda to reinterrogation of management comprehension construction. In the process of being globular and science society, invoking of increasing quality of education ministrations and invoking of ensuring the gladness who use these ministrations by using sources which are spared for education has made new theories compulsory. Sense of movement by such a compulsory, in consideration of the period of being globular and spherical, need of redescription of the role of public in general management was born in our counrtry, too like most of the developed end emergent countries. In result of discussions while some of the public ministrations were transferred to civil society foundings, percepth/eness of management from location is becoming command instead of central constitutions. In an ambience where has the discussions of transition from central management to management from location, interrogation of vitalism of using management force where and how in education management seems us as an inescapable result. Because of this following reality a research about applicability of "Management from location of education ministrations in Turkey" was required. The aim of this research is to manifestate the viewpoint of Ministry Of Education, Administrators of Provincy Organization (Presidents of County Education, Presidents of Elementary Education Supervisors and Presidents of Province Education) about applicability of management from location of education ministrations in Turkey. With intention of collecting required datas for research a two-sectional questionnaire was prepared for Presidents of County Education Presidents of Elementary Education Supervisors and Presidents of Province Education. In the first chapter of questionnaire while there is individual information in the second chapter there are 57 overtures which depend on 7 entities about the practicability of the subjects "Authority Period8, "The structure of Education Managemenf, "Management of Human Resources", "Management of Studentvii Affairs", "Management of Financial Affairs", "Management of Education Programmes", "Management of General Ministrations". Questionnaire has been applied to all of the Presidents of National Education and Presidents of Elementary Education Supervisors and 169 of Presidents of Province National Education who have duties in provinces that are taken as examples in general of Turkey which was chosen as the cosmos of research. While 100 percent of Presidents of Elementary Education Supervisors and Presidents of Province National Education was joining and defining their viewpoints, the 92,30 percent of the Presidents of City National Education joined and defined their viewpoints. In alaysing datas which were collected by measures; a computer which had Pentium III processor and IBM concurrency was used, collected datas which depended upon unanswered subaims were manipulated data coding forms in the frame of research's general aim. Then upon the datas which were transferred to computer, it is benefited from packet programme SPSS (The Statistical Packet for The Social Sciences) for statistical analysis. Benefited from following programme; a) Frequency (f), percent (%), arithmetic average and standard deviation were used in determining manager's individual features and viewpoints. b) Scheffe test and variance analysis were used in order to understand if there was a difference according to manager's some individual features.0.05 test of significance was applied for testing differences. According to statistical analysis; 1) Altough Presidents of County Education, Presidents of Elementary Education Supervisors and Presidents of Province Education are against to center's transferring their whole command for local management of education ministrations, they also agreed on essentials of transferring authority which is related to following seven entities; "Authority Period", The structure of Education Managemenf, "Management of Human Resources", "Management of Student Affairs", "Management of Financial Affairs", "Management of Education Programmes", "Management of General Ministrations"viîi 2) When compared their viewpoints in aspects of their duties and duty places Presidents of Province Education are more affirmative than, Presidents of Elementary Education Supervisors about transferring authority. 3) Presidents of County Education, Presidents of Elementary Education Supervisors and Presidents of Province Education are considerably attributing the essentials of changing the structure of education management for local management of education ministrations. 4) When compared Viewpoints of Presidents of County Education, Presidents of Elementary Education Supervisors and Presidents of Province Education according to "Authority Period", The structure of Education Management", "Management of Human Resources", "Management of Student Affairs", "Management of Financial Affairs", "Management of Education Programmes", "Management of General Ministrations" it was seen that there was not a big difference between them. By the help of findings, some suggestions are given to assist in progressing of "Local Management of Educational Ministrations" in Turkey.
