Historical development of managerial structure of education system and training process of educational administrators in Turkey

The main purpose of this study is to examine the historical development of managerial structure of education system and training process of educational administrators in Turkey. For this purpose, related literature was reviewed and the historical development of the politics and rules related to (i) selection, assignment, promoting and training of educational administrators (ii) central and provincial organizations of Ministry of National Education, appeared in government programs, Development Plans, National Education Councils and legislative regulations from republic period to nowadays were analysed in accordance with response of sub problems. The written and published documents constitute the main data of this study performed by survey model. The data of the study was described and interpreted systematically with descriptive analysis method. The substance findings of the study are the following: Changes on The Ministry of Education's structure are seen in the form of accretion, exclusion and integration of some units to central organization. Delegating some authority of Ministry's central organization to field organization is frequently envisioned at National Education Councils, Development Plans and government programs. Although as discussed at National Councils that the educational administration should be a professional field and must train at pre-service, it has seen on legislative regulations that educational administrators are trained in-service education. 14 legislative regulations have been prepared that organising the process of administrator selection, assignment and promoting to Ministary of National Education schools and institutions. It has seen that regulations prepared for school and institutions administrators were shaped like assignment until 2013 and it shaped like secondment after 2013.
