Budget allocation model according to performance for state universities in Turkey

Measuring the efficiencies of the universities in Turkey, is important forproviding allocation and usage efficiency of the resources. In this thesis, budgetallocation of 2006 according to performance was realized for 49 stateuniversities by measuring the efficiencies of them in 2005. First, performanceindicators important for budget allocation were defined and input, outputvariables were determined from these indicators. Data Envelopment Analysiswas used for evaluating the relative efficiencies of the universities DataEnvelopment Analysis is a nonparametric technique which is based on linearprogramming principles and is proposed for measuring the relative efficienciesof homogenous decision making units with multiple inputs and outputs. In thisstudy, two practices were done for efficiency measurement and budgetallocation. In the first practice, the relative efficiencies of the entire 49universities were calculated and a budget allocation method consideringefficiency scores and the total of maximum values of fund proposals wasdeveloped. In the other practice, two data sets as universities founded before1992 and after 1992 were formed in order to add improvement properties of theuniversities founded recently or developing universities to the model. Budgetallocation was fulfilled with the developed method by measuring the relativeefficiencies of the universities in every data set separately. In each practicebudget funds allocated to the universities were compared with the budgetproposals given by universities.
