Problems in education and health service provided to Syrians under temporary protection in Turkey

Abstract (EN)

The internal turmoil that occurred in the Syrian Arab Republic with the Arab Spring in 2011 victimized many Syrians. Syrians were subjected to forced migration due to the violence they experienced, and more than three and a half million Syrians were first taken to camps in Turkey, and as their numbers increased over time, they became involved in social life. In this process, it has been observed that the short-term plans implemented for Syrians in Turkey (with the idea that they will return) are inadequate. With the prolongation of the return process, it was observed that the expected effectiveness in the services provided to refugees was not achieved, that there were deficiencies in the current migration policy, and new policies were tried to be produced. In the first place, education services were also offered to Syrian refugees in the camps, which were directly integrated into the services offered in the field of health. However, as the number of Syrian refugees increased, it was observed that the education and health services provided were inadequate In this study, the problems and solution suggestions in the education and health services offered to Syrians are discussed. In this context, a descriptive research was conducted in the survey model. Theoretical and empirical studies in the relevant literature were examined. With the field research, it was aimed to address the problems reflected in the literature and to include both the literature and newly produced solution suggestions for the problems. In line with the data obtained, it has also been revealed that there are problems like adaptation, language etc. of Syrian refugees who are uncertain about their return. It has been determined that these problems hinder their access to adequate and effective education and health services. During this process, it was determined that Turkish citizens were also negatively affected in different aspects. In this context, the necessity of determining whether Syrian refugees are permanent or not and producing the necessary long-term policies in this direction was discussed.
