The analysis of health policies to Syrians being protected temporarily in Turkey

Since the Arab Spring spread to Syria in 2011, millions have been displaced amid civil conflict, migrating en masse in particular to neighboring countries. Instituting a policy of open borders, neighboring Turkey has borne the brunt of the ensuing waves of migrants and has become one of the most affected countries of this wave of migrants. The 3.6 million arrivals from Syria have since impacted public policy in a number of ways. Syrians have been brought under the temporary aegis of Turkey's Law on Foreigners and International Protection and it's Regulations on Interim Protection. The Regulations on Interim Protection defined the rights and responsibilities of Syrians in Turkey and made national education and health services available as well as the access to Turkish labor market and public social aid. As the Syrian migrants number amassed, spread throughout Turkey and the process taking long, the need for a policy response to increasing strain on the capacity and quality of public services after the sudden population surge, emerged. The forced migration of Syrians, which led to the biggest mass influx experience in Turkey's history, also effected public services, making the issue an important area of study. In this context, this study aims to inquire on the health services provided to Syrians under temporary protection from a policy-analysis perspective. Its analysis is based on the process modeling. Aside from the literature review, it makes use of quantitative data received from the Directorate General of Migration Management, for which it holds the necessary permits. Also, within the concept of this study, interviews were held with Syrians in Ankara, who are benefiting from the health services, making it a qualitative research. As per the process modeling method, the study evaluates the introduction of health service to Syrians, its formulation, relevant legal measures, policy implementation and the policies themselves. In so doing, it studies the evolution process of health policies and aims to make public policy proposals. ABSTRACT
