Abstract (EN)

Unemployment continues to be a major problem at the global and local level. The case of Turkey shows that the effects of unemployment are not only economic, but also extend to social, psychological and political dimensions. Increased unemployment brings with it various social problems such as social unrest, increased crime rates, domestic violence, marginalization of youth and political instability. Moreover, unemployment negatively affects the structure of society and the quality of life of individuals in the long run. In this study, the repercussions of the youth unemployment problem in Turkey and the steps taken in the process until today are analyzed in detail. In addition, the causes, dimensions and consequences of youth unemployment in Turkey have been analyzed in depth, and the employment and economic policies put into practice have been tried to be explained within the historical process. Considering the consequences of these decisions affecting future generations, solutions have been tried to be found. Policies for disadvantaged groups (youth) are implemented in the fight against unemployment. The long-term unemployed are considered a significant disadvantaged group in the labor market. These individuals are usually those who have been unemployed for more than a certain period of time (e.g. one year). In Turkey, the implementer of active employment policies is the Turkish Employment Agency. This study focuses on the impact of active employment policies implemented by Turkish Employment Agency (ISKUR) on long-term unemployment in Turkey. Statistical data such as population, inflation, migration and age are obtained from TUIK (Turkish Statistical Institute). The formation of a healthy labor market requires the coordinated and interactive work of many actors. Various actors such as Turkish Employment Agency (ISKUR), provincial employment and vocational training boards, private employment agencies, local governments, universities, professional chambers, trade unions, associations, etc. play important roles in reducing unemployment and increasing employment. The cooperation and joint responsibility of these actors is critical for the development of effective employment policies.
