Abstract (EN)

Migration has been a human activity that was experienced in various forms and in various ways throughout history. For this reason, it is mainly a administrative work area. Worldwide international migration was outlined by the legal and organizational structures that emerged after World War II. Turkey is also a country that is familiar with immigration because of its geographical location. International requirements and as a result of the increase in individual and mass migration to Turkey in recent years, Directorate General of Migration Management which is responsible for administrating migration was established in 2013. With this study and with legal and administrative aspects of international migration in Turkey and in the world are examined. In this context, firstly, the explanations of the concepts and rules that contribute to the examination of immigration in the legal and administrative framework are mentioned. Legal texts that define the legal framework of international migration and some international migration organizations have been explained. Secondly, the new migration administration system and the Directorate General of Migration Management that was created in Turkey are discussed in various aspects. Finally, a survey was carried out in the field research of the study, and Turkey's new immigration administration have been examined with the size of functions and organization. According to the first conclusion reached in the study, national and international immigration administration becomes increasingly important and the legal and administrative capacity of this area needs to be improved. The second result shows that there are some shortcomings in the organization of Turkey's migration administration which is in good condition in operation.
