Özet (EN)
There are various systems of government around the world. The most common governmental systems for today; are presidential system, parliamentary system and semi-presidential system. While Turkey has been a country long governed by parliamentary system, it has switched to the Presidential System of Government, which is a unique and quite new government system. On the other hand the Republic of Korea (hereinafter reffered as "South Korea") has been a country historically governed by presidential system, it has experienced a transition to parliamentary system and then switched back to its unique presidential system. The two states, which have become "sister/brother countries" after the Korean War, have prospered each other economically, politically and culturally. In this study, we aime to bring a new point of view to the existing relationship in terms of administration. In this study firstly, we address the different state forms and government systems, secondly, we discuss the Presidential Government System of Turkey, thirdly the South Korean Presidential System and finally, we conclude with the comparison of the two countries systems of government. The study is a qualitative research based on literature review.
