Evaluating the performance of the infrastructure of regional innovation system according to level 3 nuts data in Turkey

The regional innovation sysytem, is way of thinking that supports the cooperative production method between Universities, Government and, Industries. This way of thinking has been ruling the prespective of regional development since the last decade of the 20th century. It aims for the economic development and the increasing in competitiveness and wealth of nation. The regional innovation system, requires both a structure that adopts social, political and cultural innovative way of thinking and the policies that will prepare the ground of this long term strucutre. For this sole reason firstly it is highly important that the potential of regional innovation must be discovered. To achieve this aim, this research has worked on discovering the potential of regional innovation system and the productivity of using it. The data in this research were obtained using the NUTS-LEVEL 3 database containing the 81 states of turkey. The method for this research were chosen to be PCA-DEA. The dependent variable of this model is the number of Innovation Patent per thosuand capita, brand, patent and number of designs. The triple helix model were used to represent the relation between our independent variables which are Industries, research centers, and governmental policies and the independent variable from the other side. The infrastructure of each state were taken into consideration. 11 variables were used to represent the 4 different categories of this research. 8 models were created to analyze the data. Kayseri which is represented as TR721 were determined to be the most efficent state to use and apply the regional innovation system, on the second and third places İstanbul (TR100) and Gaziantep (TRC11) take places.
