Abstract (EN)

This study aims to examine the current homeland security intelligence system in Türkiye in terms of perception, legislation, and institutions and to present a new model for the system. In this context, a literature review was conducted in order to examine homeland security, homeland security intelligence, intelligence analysis, and intelligence failure concepts, to exhibit the reflections of these concepts in different countries, and determine the advantages and disadvantages of the current system in Türkiye. Homeland security intelligence is a relatively new concept in intelligence studies. As a concept that come to light where traditional internal and external intelligence concepts have been eroded, it requires an upgraded intelligence approach on both theoretical and practical bases. The scope and the boundaries of homeland security intelligence, and under what kind of institutional structure it will be fulfilled are the problems matching these two bases. Discussions about this issue generally emerge in times of intelligence failures. In terms of recent years, the most obvious samples of this discussion were seen after the September 11, 2001 attacks in the United States of America. Similarly, the terrorist attacks that were perpetrated in different countries of Europe in the following years have been a source for homeland security intelligence discussions. The main issues of the intelligence failures have been institutional insufficiency, lack of coordination, and analytical deficiencies. In Türkiye as well, as a distinctive country in terms of counter-terrorism in both countering and being a target of attacks, there have been similar discussions after terrorist attacks. In this frame, considering the conceptual frame and comparative studies of different countries, an examination of major intelligence failure discussions were made; and depending on the findings an intelligence reform proposal was presented.
