Examination of unit related with human rights within the adminstation of Turkey

The concept of human rights, which is one of the most prominent values mankind has carried over to the 21st century, today stands for a universally acknowledged fundamental virtue. The most significant achievement in terms of human rights is the realization of necessity and acceptance of the protection of human rights by the governments. Today, human rights became an indispensable criterion for legitimacy and reputation of political ideologies and state governance. Bringing together international organizations, government bodies and non-governmental organizations on a single platform, local and domestic human rights organizations emerged as a result of international human rights protection mechanisms failing to prevent human rights violations on a micro-scale. Legislation and regulations were issued to protect human rights and prevent human rights violations and many organizations and bodies were established for the same reason. Nonetheless, it shall be determined whether official bodies representing human rights follow this agenda and their functionality shall be monitored. Regulations issued to protect human rights and to prevent violations are significant indicators of increased awareness on human rights in Turkey. This study analyzed human rights documents and legal arrangements that may serve as tools to prevent human rights violations in both domestic and international platforms and In the constitution of Turkey's Human Rights Association as the research space; Bingöl province and district human rights institutions were chosen as an example among the province and district human rights institutions which were established in 81 provinces and 957 districts, the aim of the commission, it's edifice and it's working are made an examine subject. With the survey technique which is applied to the members of Bingöl province and district human rights institution, the function of the institution is questioned, the findings and solution techniques are discussed and talked about the offers.
