Abstract (EN)
?Restructring? is a term latterly used in Turkish literature. . Some other terms as ?development of administration?, ?rearrangement? and ?administrative reform? are being used in Turkish literature besides the terms ?rationalisation?, ?reorganisation? and reform. However, ?Administrative Reform? term has come to the fore and been using more often in order to indicate the radical changes in public administration.Despite the restructring efforts in public administration accelerated during recent years, in fact the efforts to restructure the Public Administration in Turkey has got an old background.This work suggests a comparison between MEHTAP and KAYA reports, which carry an important place during the reform processes of Turkish Public Administration.
