Determination of stakeholders responsible for the general problem management district in Turkey

County government is the smallest management unit in the municipal system within the provincial organization of the central government. Within the counties, administratively there are many institutions like non-governmental organizations, which affect the general government of the county. Nevertheless, it is observed that the counties have problems in this interaction and these structures are insufficient to provide solutions to the related problems. It may be cited as the reason for this situation is that the policy makers and implementers, including the Capital organization of the country, do not have a perspective other than the usual methods to solve county problems. This study aims to identify county problems and to develop solutions to these problems. The study prepared within the scope of this aim consists of two main parts as theoretical and practical. In the theoretical parts, firstly Turkish administration structure is examined. Secondly, the administrative structure of the county within the provincial unit and other stakeholders who have a say in the administration are emphasized. In the practical part, to determine the county problems, a questionnaire was conducted covering all the fractions in the county and it is tried to develop solutions to the obtained problems by interviewing with the county managers.
