Abstract (EN)

Civil Engineering is considered as the biggest of the founder engineerings. Even though it can't be expected from a construction site manager to be in command of many subjects actively because bath it includes more disciplines than many ather disciplines and also it has many business items, as it will be considered in this work specifically, it is legally expected from him/her. This expectationis not fond, it includes a lot ofpunitive and exectuve sanctions. Both the economic and physical extend of the business and the complexion of it,requires someone to work overtime acreding his/her capacity. However, the issue that management of the constructionsite should be carried out by only one person comes across us as the result of the necessityof sencronization among the teams, the management of the budget by one person, the necessity of having a specific responsible person, the obligation of having only one respondent against administration subcontractors- land ovwner- working people. As it is understood easily, the assignee engineer will have a lot of responsibilities inside the construction site because of many reasons. Since analyzing all of those reasons will definitely have a volume exceeding the capacity of this seminar work, the situation will be tried to be explained by sampling, the court of cassation arbitraments about concrete cases wil be introduced to you. With this chance, I want to thank to my advisor Asst. Prof. Dr. Aynur KAZAZ for bath choosing the topic and for giving her time and her interest during my thesis works.
