Abstract (EN)
In today's conditions where sustainability is important, leaving healthy living spaces and environment for next futures is one of the top priority subject. Rapid and unconscious use of our natural resources and natural resources is the final waste. As long as life continues, producing, consuming and creating waste will always happen. With fastly improvement of industrialization and population, the construction sector has become the most developing and waste producing sector in the world. Rapidly rising buildings in the cities, urbanization and migrations have been observed to be distorted, unhealthy residential areas. Increasing investments in the construction sector in recent years, along with accelerating urban transformation processes, have led to an increase in excavation, construction and debris wastes. When these conditions are taken into account, construction and demolition wastes can be re-evaluated and brought to the national economy. In thesis study; the concept of sustainability, sustainability development plans in Turkey and the world, the concept of urban renewal, building demolition varieties, legal regulations and general obligations related to demolition, transformation of construction demolition, waste and existing processes in Turkey, and European countries and other countries was assessed taking into consideration the recent work done. As a result, we have seen a great deal of construction and wreckage wastes as a result of the increasing urban transformation movement in our country. It has been observed that natural circulation is damaged and unconscious devastations cause serious damage to the economy by randomly pouring these generated wastes. It is clear that this situation should be avoided when considering the sustainability goals. Given these conditions sufficiently into account the reuse of construction and demolition waste in Turkey it has not yet been revealed. To this end, an attempt has been made to develop an applicable regulatory model for the entire process, from destruction to recovery. As a result, it is aimed to ensure that the recovery process takes place in a systematic and non-disruptive manner, thus increasing the applicability of the recycling concept in a healthier way.
