Abstract (EN)

Unemployment has recently been a crucial issue in terms of both social andindividual aspects. The state has a crucial hand in resolving the problem.Fullfilling the responsibilty, the state makes use of various institutions. Employmentagency, one of these institutions, was designed so as to make and apply policies forunemployment and employment in developed countries.In this study, notions concerning labour market, their types managing structures,factors effecting the management and the development of the management of labourmarket in Turkey were given. The current situation of Turkish labour market in terms oflabour, unemployment, employment and market types, and the legal, institutional andmanagerial situation of Turkish labour market was presentet.Also in the study, the key problems of Turkish labour market were examinedaccording to the administrational structure of Turkish labour market and a model to solvethese problem was suggested. In this model, a better management system towardssolving the problems was designed to solve the structural proslems for re-organizingTurkish labour market./n the last chapter of the study, the fundings of the study and, based on thesefindings, some suggestions towards a better management of Turkish labour market wereperesented.Key Words: Administration, Labour Market, Employment, Unemployment,Employment Policy, Active Employment Policy, Passive Employment Policy,Employment Agency
