The effect of employment policies on poverty in Turkey

In the capitalist system, in which the periods of expansion and contraction follow each other due to its inherent contradictions, the accumulation model, the mode of regulation and the distribution mechanism are revolutionized at regular intervals. After the oil crisis in 1973, the system could not be maintained; these mechanisms have evolved. Transformation has mainly affected employees' working and living conditions. Nevertheless the neo-liberal ideology is on the prowl to disconnect employment from social policy context and, to discuss it on a separate level. However, employment is not only the creation of new jobs, but also it is a whole that affects all economic, social and political areas. Employment policy encourages the emergence of decent work. Furthermore, the employment policy is an intervention tool with qualitative objectives such as the provision of fundamental rights at work, widening of social protection and observing international labor standards. This tool positively affects the increase in national income on the one hand; and it also contributes to solving problems related to education, health and safety, especially poverty by providing full, efficient and compatible with human dignity employment opportunities for everyone. In Turkey, employment policy is executed by National Employment Policy which is shaped orbit of the capitalist class has not been linked up the social dialogue. As such employment policy, instead of increasing the employability of unemployed people and reducing unemployment, rather makes them more suitable to meet the flexibility requirements of enterprises by adapting them to the changing conditions of the labor market. In this structure, where the state has been stripped of responsibility, unemployment and thus poverty are considered as an individual process. From all these, employment policies and poverty concepts were examined; it were given to the main features of employment policies in the seperation of active and passive employment policies; finally the effect of employment policy in Turkey on poverty were explained in the context of employment, income distribution and social protection and, it has been reached the conclusion.
