Evaluation of realization levels of economic targets in the development plans in Turkey

EVALUATION OF REALIZATION LEVELS OF ECONOMIC TARGETS INTHE DEVELOPMENT PLANS IN TURKEYNUR D LBAZABSTRACTSince 1963, ensuring the development of the country through ?Five YearDevelopment Plans? in the guidance of public sector has been tried. However, thesuccess of the development plans applied before 1980 in an atmosphere when aneconomy closed to outside existed, differ from the plans applied in the economyopen to outside after 1980.After 1980?s in many developing countries IMF and The World Bank havefound the possibility to impose their policies of economy designed by themselves. Inthe essence of the applied policies lies hand over of the control power of liberalizm,privatization, money and finance policies from national states to some topinternational institutions. Therefore after 1980 along with opening outside as a resultof big part played by globalisation in the development of a country economicalplanning has lost its importance and possibility of reaching to targeted figures havebeen reduced.In this regard, the main purpose of the study is indicated as the examinationof performance levels of economical targets in the development plans applied inTurkey. In addition, the theoretical assessment of the Turkish development Plansapplied to today since 1963 and the level of succession of the plans before and after1980 have been attempted to be put forward in the study.
