The police's approach to unionism in terms of the public official unionism in Turkey: Kocaeli example

Abstract (EN)

The unions which are described as non-governmental organisations to protect and develop of the personnel?s common rights and benefits, have been among the organisations that need to be set up for the people who should be protected against the capitalism in the West. As its mission, the unions have made reformations, even during a long period, especially reformation on the woman and child labour, relaxation allowance, weekend, annual leave etc. and they have played a significant role as non-governmental organisation that not allowing the employers to press the workers. The unionism in our country fell apart from its aim and experiencing its misson as a result of the considering equal unionism with communism and not a non-governmental organisation but a subsidiary organ of a political party in the early years when the unions were established. The associations that established in the past years in Turkish National Police, cherry of our state?s cheek, have also been affected from this period and the police have established two different associations and sometimes have clashed mutually. That Unionism in our country is in pay-unionism form, members of different unions in the same work field can not share the same table and they can not take part in the same social activity is known. As the method that preferred for achieving an aim is legitimate, as it must not be forgotten not to go out of the legal frame when reaching the goal and to affect positively the perfomance of the association?s personnel. This research has been made for studying the relations with the latest situation of the unionism and Kocaeli Provincial Security Directorate personnel?s expectations from the unions, whether answering this expectation or not in today?s conditions. The questionnaire that is formed from introductory information, union and social rights relation scales which are prepared in accordance with the aim, has been applied to 400 personnel who work Kocaeli Provincial Security Directorate on January in 2013. There are almost 4.000 personnel in Kocaeli Police Department and the questionnaire has been applied to personnel who work in different units. The datum taken from the questionnaire is solved with SPSS 17,0 statistics programme in computer. Frequency analysis, percent, t-test, and anova analysis are done in the datum analysis. As a result of the research; It is evaluated that tendency of the police to establish a union or to be member of it is high for solving the problems mentioned above. The police believe in that union will solve their problems and it will have positive supplement for gaining social rights. Nevertheless, even the police desire the union to be established, they have some drawbacks. Initially, it is seen that there is not trust to the unions present. The view of the fact that unions go out of their aims, deal with politics and become politicised, has strong influence. Key Words: Turkish National Police, Union, Pay-Unionism, Party.
