Methodology proposal for measuring the digitality of services provided by government institutions in Turkey

In the world where technological developments increase day by day, we now carry out our transactions continuously and independently of location for many developed people. Digitalization has completely spread into our lives with its positive effects, which increase in time, effort and cost advantage when calculated and evaluated correctly. With the technological developments in this field in countries, digitalization is gaining importance in the services offered by public companies. We can observe that the concept of e-Government is especially specialized at this point. While it can always be better, there is a need for measurements in the dimensions of public institutions and digital services, as revealed by the Austrian, lecturer and management scientist Peter Ferdinand Drucker (19 November 1909 - 11 November 2005) with his author "You cannot manage what you cannot measure". In our study, the studies carried out by international organizations in this context, the Digital Turkey Index studies carried out in our country to measure the digitalization of public institutions, carried out in cooperation with the Informatics Association of Turkey, Ankara Yıldırım Beyazıt University and the Digital Transformation Office of the Presidency of the Republic of Turkey, have been examined and their scope and details have been evaluated In our study, the studies carried out by international organizations in this context, the Digital Turkey Index studies carried out in our country to measure the digitalization of public institutions, carried out in cooperation with the Informatics Association of Turkey, Ankara Yıldırım Beyazıt University and the Digital Transformation Office of the Presidency of the Republic of Turkey, have been examined and their scope and details have been evaluated and a methodology proposal for Turkey is presented. Our study is based on the exploratory sequential mixed method.
