Governor in the public policy process in Turkey

Abstract (EN)

On the developments in recent years and the expansion of the jurisdiction of governors with the Presidential system, the public policy formation stages of the governors, who are an important actor in the public policy process, and the perception level of the citizens on these policies constitute the subject of the study. In this context, in the first part, the discipline of public policy is included and then the profession of the governor is discussed in general terms. In the second part, the change and transformation in the powers and duties of the governors are examined from a historical perspective. In this section, parliamentary minutes, newspaper archives and Official Gazette records were examined in detail and how the governors used their powers in the historical process was analyzed. In the third part, a survey was conducted in order to reveal what kind of public policy actors the governors and the governor's office are in practice, and determinations were made on the subject by measuring the perception of citizens.
