Housing policies in Turkey and TOKİ's role: A study to measure citizen perception and satisfaction in Istanbul

Shelter is one of the most basic human needs. The right to housing is important for individuals to meet their housing needs. Housing policies, which are the basic structure of the housing structure, have an important place in public policies. From this point of view, the broad main aim is to reveal the theoretical framework for housing policies, to examine a historical structure of housing policies in Turkey, and to evaluate the perception of citizens regarding TOKİ institution and its purpose areas. In line with this purpose, within the scope of the framework study, firstly, basic information about public policy is placed, then the general lines of the housing policy concept are examined, and different country practices in the world are discussed. Later in the study, housing policies in Turkey were examined in the past, the policies were evaluated in legal and institutional architecture for housing, the actors playing a role in housing policies in Turkey were discussed and the Mass Housing Administration was focused on. Finally, the results of the research on the satisfaction of the consumers residing in the houses produced by TOKİ and their perceptions about the TOKİ house are presented. In the study, a survey (questionnaire) design, which is one of the quantitative research methods, was used by making use of the mixed research method. Questionnaire technique was used as data collection tool and interview technique, which is one of the qualitative research methods, was used. This place held meetings with the Chamber of Architects and Engineers Istanbul Branch Managers and TOKİ Managers. Finally, a questionnaire was applied to 405 people in order to eliminate the satisfaction and perceptions of the End Users residing in TOKİ residences in Istanbul. As a result of the data collected and the findings obtained as a result of the field research, TOKİ is the leading actor in shaping the mass housing policies in Turkey, and the positive perception of the citizens living in TOKİ residences towards TOKİ; It has been revealed that the level of satisfaction towards TOKİ residences and their surroundings is high.
